E-invoicing in the UAE: the complete guide for businesses (2026-2027)

Karim Chamaa, Implemnt · October 2026 · 7 min read
Quick answer UAE e-invoicing means business and government invoices are issued as structured files and sent through a Ministry of Finance accredited service provider (ASP), not as PDFs or paper. Businesses with revenue of AED 50 million or more appoint an ASP by 30 October 2026 and go live on 1 January 2027. Everyone else appoints by 31 March 2027 and goes live on 1 July 2027. It applies whatever your VAT status, and the published fine for missing the appointment date is AED 5,000 a month.

This page is the short version of everything we have written on UAE e-invoicing, with a link to the full page for each part. Every date and fine below was read from the Ministry of Finance (MoF); the source sits next to each one. We are an implementation firm, not an ASP: we connect a business's invoicing to the provider it chooses.

What is e-invoicing in the UAE?

An e-invoice is an invoice issued as structured data that a machine can read, not a document a person reads. In the UAE it travels over the Peppol network in a UAE format called PINT AE. You never connect to that network yourself. Your ASP turns your invoice data into a PINT AE file, sends it to your customer's ASP, and reports the data to the Federal Tax Authority (FTA). The Ministry calls this a five-corner model: you, your ASP, your customer's ASP, your customer, and the FTA.

On the network your business is identified by 0235 followed by your 10-digit Tax Identification Number (TIN), which is the first 10 digits of your TRN. Our PINT AE and Peppol explainer covers the format and the ID in plain words.

Revenue means the gross income in your most recent accounting period, from your financial statements. Our deadlines and timeline page has every other date, including the grace period for VAT groups and the new accreditation rules for providers.

Does e-invoicing apply to my business?

If you invoice other businesses or government, almost certainly yes. The MoF guidelines say e-invoicing applies to any person doing business in the UAE, whatever their VAT registration status, unless a transaction is specifically excluded. Sales to consumers are outside the current scope. A business that is not registered for any tax has to register with the FTA to get a TIN, because the TIN is its ID on the network.

The AED 50 million line decides your date, not whether you are in. Most small businesses read that number and stop reading. Our small business guide explains why that is a mistake and what to do before 31 March 2027.

What does a business need to be ready?

Three things, in this order:

Once you are live, each e-invoice must be issued within 14 days of the transaction (Ministerial Decision No. 243 of 2025, Article 6). The guidelines in plain English summarise the rest of the rulebook chapter by chapter.

What if my invoices come out of Zoho Books, QuickBooks or Odoo?

Then the question is what your software does on its own and what is left over. The answer is different for each, so we wrote one page per system:

The gap is usually the same in all three: invoices that start somewhere else. A sale agreed on WhatsApp, a POS that never syncs, a price that only exists on a job sheet. No accounting package can send data it never received.

What does e-invoicing mean for my industry?

The rules are the same for everyone, but where they bite depends on how you bill. For rental businesses we wrote a separate page on deposits, damage charges, refunds and walk-ins.

What are the fines for UAE e-invoicing?

Cabinet Decision No. 106 of 2025 sets them. The Ministry of Finance announcement on e-invoicing fines of 8 December 2025 lists:

E-invoices sent voluntarily before your mandatory date carry no e-invoicing penalties.

Check before you rely on these amounts. The Ministry of Finance's October 2026 programme presentation lists Cabinet Decision No. 173 of 2026 as the e-invoicing penalties resolution and marks No. 106 of 2025 as repealed. The text of No. 173 was not on the Ministry's e-invoicing page when we checked on 19 October 2026, and that page still links No. 106, so confirm the current amounts with your tax adviser.

How we help

We connect your invoicing to the ASP you choose, so every invoice comes from one record and reaches the provider without anyone retyping it, with rejections landing on a named person's screen. We are not an ASP and we do not transmit invoices. The provider transmits; we build the part that feeds it. The work usually starts with the data cleanup in the checklist, because that is where most businesses stall.

Frequently asked questions

Business and government invoices are issued as structured PINT AE files and sent over the Peppol network through a Ministry of Finance accredited service provider, which also reports the data to the FTA. A PDF or paper invoice on its own will not count once your phase is live.

Businesses with revenue of AED 50 million or more go live on 1 January 2027 and must appoint an accredited service provider by 30 October 2026. Businesses below AED 50 million appoint by 31 March 2027 and go live on 1 July 2027. Government entities go live on 1 October 2027. Voluntary e-invoicing has been open since 1 July 2026.

Yes, if they invoice other businesses or government. The AED 50 million threshold decides the date, not whether a business is in scope. Below that line, the appointment deadline is 31 March 2027.

You need an accredited service provider either way. Some accounting vendors are on the Ministry of Finance list themselves, so for their users the provider may be the software they already run. Others connect to a separate provider.

The Ministry of Finance announcement of Cabinet Decision No. 106 of 2025 lists AED 5,000 a month for failing to implement the system, including not appointing a provider on time, and AED 100 for each late e-invoice or e-credit note, capped at AED 5,000 a month for each. The Ministry's October 2026 presentation names a newer Cabinet Decision No. 173 of 2026 whose text was not yet published on its e-invoicing page on 19 October 2026, so confirm the amounts with your tax adviser.

No. We do not transmit invoices. We connect your invoicing to the accredited provider you choose and fix the invoice data that has to be complete before it can be sent.
