PINT AE and Peppol, explained for UAE businesses
PINT AE and Peppol are the two terms that make UAE e-invoicing sound more technical than it is for a business owner. Peppol is the network. PINT AE is the format of the invoices sent over it. This post explains both in plain words, with every detail read from the Ministry of Finance (MoF) guidelines and the Peppol specification pages on 13 October 2026.
For the dates, see our UAE e-invoicing deadlines and timeline. In short: businesses below AED 50 million in revenue appoint a provider by 31 March 2027 and go live on 1 July 2027.
What is Peppol?
Peppol stands for Pan-European Public Procurement Online. The name says where it began. It is run by OpenPeppol, an international non-profit association that maintains the rules and specifications.
It works much like email. Every business on the network has an address. Messages are passed between service providers, and each provider holds the mailboxes of its own customers. Only service providers authorised by OpenPeppol can connect. In the UAE, a provider also needs accreditation from the Ministry of Finance, which is what makes it an ASP. The Ministry of Finance list of accredited service providers showed 65 fully accredited providers and 5 more in final assessment when we checked on 13 October 2026.
What is PINT AE?
PINT stands for Peppol International. It is a family of specifications that describe what an invoice or credit note must contain. Each country can add its own rules while staying compatible with the rest of the network. PINT AE is the UAE set, and the guidelines say the UAE requirements are defined in its data dictionary.
On 13 October 2026 the Peppol UAE specifications index listed three UAE specifications, each at version 1.0.4:
- PINT AE Billing, for normal invoices and credit notes.
- PINT AE Self-Billing, for when the buyer issues the invoice on the supplier's behalf.
- UAE Tax Data Document, which the providers use to report invoices to the tax authority.
A PINT AE invoice is an XML file. It carries no QR code and no barcode (Guidelines v1.1, section 5.3). You cannot add fields of your own; if your industry needs something extra, the guidelines tell you to discuss it with your ASP.
How does an invoice travel between the five corners?
The UAE uses what the guidelines call the 5-corner model:
| Corner | Who |
|---|---|
| 1 | You, the supplier |
| 2 | Your ASP |
| 3 | Your customer's ASP |
| 4 | Your customer |
| 5 | The Federal Tax Authority (FTA) |
Section 5.1 of the guidelines describes the flow in eleven steps. Shortened:
- You send the invoice data to your ASP in a format you have agreed with them.
- Your ASP checks it and converts it into a PINT AE XML invoice.
- Your ASP sends it to your customer's ASP and, at the same time, reports the tax data to the FTA.
- Your customer's ASP checks the invoice. If it passes, it confirms back to your ASP, delivers it to your customer and reports to the FTA as well. If it fails, it tells your ASP and the FTA, and does not report it.
- The FTA confirms to both ASPs, and each ASP passes the confirmations on to its own customer.
The practical point for your business: an invoice can be rejected on the buyer's side, and the rejection comes back to you through your ASP. Your system needs a place for that message to land and a person who reads it.
What is my Peppol participant ID in the UAE?
Your participant ID, also called an endpoint ID, is 0235 followed by your 10-digit Tax Identification Number (TIN). Your TIN is the first 10 digits of the 15-digit TRN you already have from the FTA. So a business whose TRN starts 1234567890 would be 0235:1234567890 on the network.
- Tax group members use the first 10 digits of their own TRN, not the group representative's.
- Businesses with no TRN, because they do not have to register for any tax, still need a TIN and get one by registering with the FTA through EmaraTax.
- The ID is issued through your ASP once you have onboarded with it, and onboarding starts from the e-invoicing tile in EmaraTax.
The guidelines make the supplier responsible for contacting each buyer and collecting their Peppol participant ID. Because that ID is built from the buyer's TRN, the first job is a customer list with a correct TRN on every business customer.
What if my customer is not on Peppol yet?
In 2027 many of your customers will go live after you do. The guidelines give fixed addresses for the cases where the buyer has no participant ID:
| Case | Buyer address on the e-invoice | Where in the guidelines |
|---|---|---|
| UAE buyer not yet on e-invoicing | 0235:9900000098 | Section 10.2.2. You also give the buyer a regular tax invoice, for example a PDF. |
| Export buyer with no Peppol ID | 0235:9900000099 | Section 10.4, scenario 8 |
| Deemed supply (for example free-of-charge supplies) | 0235:9900000097 | Section 10.4, scenario 2 |
What does a PINT AE invoice contain that yours might not?
Most UAE VAT invoices already carry the basics. These are the parts of the guidelines that tend to be new:
- A tax category on every line, from six: standard rate, exempt, outside the scope of VAT, reverse charge, zero rated and margin scheme.
- An item type per line: G for goods, S for services, B for both.
- AED amounts even on foreign currency invoices. The VAT per line and the amount payable must be given in AED, and the gross total in AED goes in its own field when the invoice is in another currency.
- A UUID, a unique 128-bit number the ASP generates for each invoice, in addition to your own invoice number.
- Buyer registration details. The sample invoice in the guidelines shows the buyer's trade licence number, the type of registration and the issuing authority. The authority name is typed by the issuer; there is no code list for it.
- Rounding at the total only, to two decimals, never per line or per tax category.
HSN commodity codes are optional for now; the guidelines say the date they become mandatory will be announced later. The Ministry has also published a separate mandatory fields document, version 1.0 of 23 February 2026, linked from its Ministry of Finance e-invoicing page.
Do you need to understand XML to comply?
No. Your ASP converts your data into PINT AE and handles the network. What your business needs is narrower:
- Every field the format needs, held in your own system as data, not typed fresh each time.
- A way to send that data to your ASP automatically, usually through the provider's interface.
- A place where the provider's status messages come back: accepted, rejected, delivered.
That is integration work, and in our view it is where most of the effort sits. Our readiness checklist helps you check the first point on a real invoice.
How we help
We connect your invoicing to the ASP you choose. Your system sends each invoice to the provider as structured data, the provider produces the PINT AE file and sends it over Peppol, and the status comes back into your system against the invoice. We are not an ASP and we do not connect to Peppol ourselves. For rental businesses this connection is part of our rental package. If you have not picked a provider yet, start with our list of accredited providers.

Frequently asked questions
PINT AE is the UAE version of the Peppol International invoice specification. It defines what a UAE e-invoice or e-credit note must contain and how it is structured as an XML file. On 13 October 2026 the Peppol site listed PINT AE Billing, PINT AE Self-Billing and the UAE Tax Data Document, each at version 1.0.4.
Yes. UAE e-invoices travel over the Peppol network between accredited service providers, under a 5-corner model: the supplier, the supplier's provider, the buyer's provider, the buyer, and the Federal Tax Authority, which receives the tax data.
It is 0235 followed by your 10-digit Tax Identification Number, which is the first 10 digits of your TRN. Your accredited service provider issues it after you onboard with them through the FTA's EmaraTax portal. A business with no TRN registers with the FTA to get a TIN.
No. Only service providers authorised by OpenPeppol connect to the network, and in the UAE they also need Ministry of Finance accreditation. You appoint one accredited service provider, send it your invoice data, and it handles the format and the network for you.
No. The Ministry of Finance guidelines say UAE e-invoices are issued, sent and received as XML and carry no QR code or barcode.
The guidelines give a fixed address for that case, 0235:9900000098, which the supplier must put on the e-invoice. The supplier also gives the buyer a regular tax invoice, for example a PDF, until the buyer is live on e-invoicing.
