We already covered whether WhatsApp automation is legal in the UAE (it is, only voice and video calls are restricted). This one is about what it costs once you actually turn it on. Three layers stack on top of each other, and only the first one shows up in most pricing pages.
What does Meta actually charge for WhatsApp messages in 2026?
Meta moved WhatsApp Business Platform pricing from a per-conversation model to per-message billing on July 1, 2025. Before that date, you paid once for a 24-hour conversation window no matter how many template messages you sent inside it. Now, every template message is billed individually the moment it delivers. That model change is confirmed on Meta's own developer documentation as of August 2026.
Rates depend on the recipient's country and the template's category. For UAE numbers, per third-party rate trackers as of August 2026: marketing templates run roughly AED 0.16 to 0.18 per message, utility and authentication templates run roughly AED 0.04 to 0.06 per message. Meta publishes the exact figures in downloadable rate cards on its developer site.
The part that actually matters for a UAE service business: regular (non-template) replies you send inside 24 hours of the customer's last message are free, and so are utility templates answering the customer inside that window. Marketing templates are billed wherever they are sent, in or out of the window. In practice, a booking confirmation sent the moment someone messages you to book usually costs nothing, while the messages you send on a delay, like a reminder the day before an appointment, fall outside the window and get billed as templates.
What does a BSP add on top of Meta's fees?
The common route to the API is a Business Solution Provider, a company like 360dialog, Twilio, or Infobip that connects your system to Meta's platform. Meta's Cloud API also has a direct self-serve path if you build and maintain the connection yourself, which the businesses this post is written for usually don't want to. BSPs price two different ways.

The break-even between the two models sits somewhere around 10,000 messages a month by most published comparisons. Below that, the per-message markup model is usually cheaper. Above it, the flat license wins. A UAE service business sending a few hundred to a few thousand template messages a month, the volume most of our clients actually see, sits well under that line.
What does a realistic UAE business actually pay per month?
Take a business sending between 500 and 2,000 customer conversations a month, each with roughly one to two template messages outside the free 24-hour window (a reminder, a delayed follow-up). What does a WhatsApp bot miss on its own?
Here is the part the per-message math misses entirely. A bot that sends a confirmation and a reminder is doing one thing: sending text. It does not know if the slot is actually free. It does not update anywhere when the customer replies "can I move it to Thursday." It does not tell the owner that Thursday afternoon is now overbooked.
